No quick answers on the identity of the Bangkok bombers.
Wednesday, January 03, 2007

Speculation is rife on who is responsible for the New Year Eve bomb attacks that left 3 dead and 38 injured in the Thai capital. There are no quick answers on the impact as travel industry leaders say they will have to wait until next week to begin evaluation.

Three days after eight bombs exploded in various locations in and around Bangkok ’s business districts the authorities are still no closer to knowing who they should blame.

There are three theories circulating media circles:

* Muslim extremists have extended the scope of the bombing previously limited to the deep-south provinces to include targets in the capital.

* Military or police factions, political overlords close to the former Thaksin government and other powerful figures who suffered in the September coup want to disrupt the economy.

* Misguided elements backing the government hatched the plot to shore up credibility for the September coup.

Of these three theories, observers admit the Muslim theory is the most unlikely. However, none of the theories hold any comfort or consolation for the business community. All three scenarios point to a difficult unpredictable year and an environment that is hostile to tourism growth.

In late December, confidence was already low in the government’s ability to run the economy after a failed attempt to curtail capital gains outflow.

While there were no signs that the deep-south violence was escalating beyond the six southern provinces, it was always a potential threat for executives who rely on a peaceful environment to encourage business growth.

Optimism that the September coup would set the stage for transparency and good governance have been shattered by the bomb attacks.

Instead, the bombs illustrated that we are still conducting our business in a precarious political environment that could remain well into 2007.

The practical and logical approach for the travel industry is to recognise that Bangkok , like so many capital city, has its security threats. A day before the Bangkok bombs, Madrid ’s railway station was hit be separatists. Yet Spain , despite a history of bomb attacks, continues to host the highest number of tourists second only to France .

By being vigilant and practical, travel companies can improve the odds for their customers. The truth is tourists are more at risk from bad drivers on the highways and city streets than they are from bomb threats. The carnage on Thai highways over the New Year Celebrations made Iraq look like a party.

Yes, Thailand ’s capital will be tainted with a security image for some time but ultimately tourist arrivals should grow by 5 to 8% in 2007.

Manager of Diethem Travel Events, David Barrett believes “tourists are more resilient than ever.”

“Also the attacks were not making headlines on the main TV news channels,” Mr Barrett commented. Also people are not back in the office in our main markets until 6 January, so it is too early to say what will happen.”

So far, Diethelm Travel executives say there have been no cancellations for some “important incentive series due to visit Bangkok this month.”

Diethelm Travel issued an update for its customers a day after the event, the first travel company in Thailand to respond, but Mr Barrett said there were very few replies from travel companies.

“We may have got this under the net this time. I hope so, he added. “Intermediary travel companies dealing with incentives are just reopening their offices, but most of the incentive end users – corporations – will open next week.”

The conclusion is that evaluation of the consequences may have to wait a week or more when the impact first to high-end incentives and business meetings can be measured.

As for the leisure travel, it is very likely that considering Thailand ’s popularity and track record it could escape with its tourist arrivals largely intact in January and February.

However, the outcome is largely in the Thai government’s hands. If it can show fortitude and resolve to solve the political and security issues across the board it could stem further outbreaks.

It will not have the luxury of a second try. If there are further incidents, tourism will begin an unprecedented free fall resulting in a huge decline in the industry earnings over the next few months.

It is a prospect none of us wish to contemplate in the opening days of the New Year.

Meanwhile tourism leaders helped to ease concern.

ATTA’s president, Apichart Sankary, said that at the moment there is no reports of cancellations as it was still the holiday period for companies. He said that western media concentrated on other news such as Saddam Hussein’s execution in Iraq . As for the warnings by foreign governments, it would not have a long-term impact. He said that if this was a political reason, the impact would not be long-term. However, the most likely impact would come from Japan as already some tours had cancelled.

PGA’s president, Wirote Sitaprasertnand, said that Thai people, especially the media, should not be too excited about the situation. The panic would agitate foreign media and it would only ruin the country as a whole. He added that the impact from the bombs would likely to last just a short time.

As for TCEB’s director general, Kajit Habanananda, he said that MICE business would continue. He said that if the situations became worse, some conventions and exhibitions would cancel later in the year. He added that within 10 days the impact could be measured more accurately.
